CEDRIC_icon.jpgWe are pleased to announce that we have now released the three lining returns. The new forms will allow those involved in lining activities to complete forms electronically and send them directly to FishServe. This represents a significant new step in the development of Cedric. Up until now the software has only been available to those using the CLR, NFPSCR, TCEPR or Nil Returns. The inclusion of the lining forms TLCER, LTCER and LCER opens the use of Cedric to a whole new sector of the fishing industry. The new version of Cedric which includes all 6 forms has been available since the start of the new fishing year on 1 October 2011. Those already using Cedric can simply go online and update their software to add all new forms and features. Any one registering to use Cedric for the first time will receive the most up to date software including all forms available in their registration pack.

In the past 10 months use of Cedric has risen to see 10 vessels signed up to complete and submit catch effort forms electronically. Those vessels have collectively submitted over 1000 electronic forms which represent the equivalent of 3000 traditional paper forms. That's over 3000 forms that haven't needed envelopes, stamps, mailing or required data entry on arrival at FishServe. We think that represents good savings all round. Here at FishServe we're keen to see those savings available to as many of our clients as possible. For that reason we're continuing with a programme of work that will eventually see all catch effort forms available electronically.

20/4/2011 - Catch Effort returns now being submitted using CEDRIC

Following the launch of CEDRIC in December 2010, there are now 3 trawlers using the software to complete and submit their Catch Effort returns. To date the vessels have submitted nearly 200 returns to FishServe (this equates to about 600 paper forms).

Feedback from the users is that the software is simple to use and makes completing returns less of a hassle. They also have the surety that their forms have been received by FishServe as they get an immediate notification from us when they submit their forms. We have also noticed a significant reduction in the number of forms that have to be returned for correction when they have been completed using CEDRIC.

At the moment you can use CEDRIC to complete and submit TCEPRs, NFPSCRs and CLRs. However, we expect to have the TLCER, LCER and LTCER forms available for use soon.

25/11/2010 - Cedric Software Approved and Registrations Open

Development of FishServe's electronic catch effort reporting software (Cedric) is complete. The final version of Cedric has been reviewed and tested by the Ministry of Fisheries and has been officially approved for use on vessels and in the office. This first version of Cedric allows electronic reporting, storage and submission of catch effort information for the following forms;

  • TCEPR
  • CLR
  • NFPSCR
  • Nil Return

To register to start using Cedric simply download a copy of the Application for approval to use electronic software for catch effort returns, complete it and return to FishServe with the required fee. You'll also find some general information and frequently asked questions plus an online demo of Cedric in the Catch Effort part of the Information section.

Once we have your completed form we'll be able to process your application and send out the Cedric software for you to install. FishServe technical staff will be available to assist with any questions you may have during installation of the software.

We are still waiting for some final changes to be implemented at the Ministry of Fisheries before we can confirm the exact date you will be able to start submitting electronic forms. However you can register now and get the software installed and ready to go. As soon as we have a confirmed start date for submission of electronic data we'll let you know.

The plan for the future of Cedric is to continue developing and releasing new catch effort forms for electronic reporting. Initial work has already begun on the lining forms, LCER, LTCER and TLCER. Once these are complete we will update the software allowing you to download new forms as they become available. Our plan is to continuously review and update Cedric to make it a better product. We'd really like to get your feedback and ideas on how to do this plus what catch effort forms you would like to see included as an electronic option. 19/10/2010 - Information and online demonstration

A new section has been added to this website to provide more information about Cedric and Catch Effort EDT. You can find this information under the Information tab in a new section called Catch Effort EDT. There is a page with general information about Cedric and Catch Effort EDT, a video demonstration on how to use Cedric, and a downloads page where you can download reference material.

There is also an online report available that shows the current details of your Catch Effort EDT registration (if you have registered for CEEDT). This is available in the Your Information section under the Services tab. You need to be logged in to access this report.

 

13/07/2010 - Project Update

Testing of the Catch Effort software is well underway. The software has now officially been given a name and logo, CEDRIC (Catch Effort Data Return Information Capture).

We are on track to start our industry testing in August. We will be contacting those of you who signalled an interest in helping out with testing soon.

 

13/04/2010 - Project Update

Development of the software is continuing and we have completed a significant portion of the functionality required for this software.

We are looking at starting testing of the software in May. Once we've completed this rigorous testing we'll be looking to involve a representative group of FishServe clients in user testing before we make the product available to everyone.

 

09/12/2009 - Brief Overview

How it will work
Permit Holders wanting to use CE EDT will need to install software from FishServe on their computer. They will then be able to enter their Catch Effort data onto forms on their computer and submit them to FishServe via the internet. You don't need to be connected to the internet when you are entering your Catch Effort data, but you will need an internet connection when you install the software, to submit your returns to FishServe and to perform regular updates to the software. Initially only a limited number of form types will be available to CE EDT users, but additional form types will be introduced over time until all forms are available.

Who can use CE EDT
Using CE EDT will be voluntary but the Chief Executive of MFish has the authority to make it compulsory for a permit holder or class of permit holders. If you elect to use CE EDT you will need to register each vessel that you wish to use CE EDT for (you do not need to register all your vessels). However, those vessels that you do register must use CE EDT for all their Catch Effort reporting for all form types available at the time.
Permit Holders will be able to nominate Authorised Users who will be able to complete returns and/or submit them on their behalf. Each Authorised User will be issued with an access identifier (USB Token) and password that they will need to use to enter data, sign and submit forms.

Submission Deadlines
CE EDT returns will have the same submission deadlines as the current paper forms. However, the Chief Executive of MFish has the authority to set different deadlines for CE EDT returns in the future.

3rd Party Software
Other software companies will be able to develop/enhance their own software to work in conjunction with the CE EDT software. However, all 3rd party software needs to be approved by MFish. Part of the approval process will be ensuring that the software communicates correctly with FishServe's software.

Below are the suggested specifications for your computer if you want to be able to complete and submit your Catch Effort Returns electronically. Computers with slower processors or less memory may be able to be used, but they may perform poorly. Minimum specification will be detailed at a later date.

Supported Operating Systems (English)

  • Windows XP with SP2 or higher
  • Windows Vista
  • Windows 7

Processor

  • 2 GHz Intel or equivalent (or faster)

Memory (RAM)

  • 1 GB (or more)

Hard Disk space

  • 1.2 GB of free space for software components
  • Additional space required for the local database (will grow over time to a maximum of 4 GB)

 Display

  • 1024x768 (or higher) with 32 bit colour (96 DPI)

 Internet Connection
Any available means of connecting to the internet, including the following (required for installation of the software, regular updates and submission)

  • Dial-up, e.g. 56K modem with a land-line
  • Broadband, e.g. ADSL or cable (network card required)
    Satellite communications (e.g. Iridium OpenPort, Inmarsat FleetBroadband, etc)

 Other Hardware

  • Mouse and keyboard
  • USB port (any version/transfer rate)
  • CD/DVD drive
