Add Personnel

Step Description
1 To add personnel to your client number you can either complete and submit a Details of Authorised Personnel form OR add personnel via the FishServe website.
  • To add personnel using a form, go to step 2.
  • To add personnel via the FishServe website, go to step 3.

To add personnel using a form, download and complete one of the following forms:

Please return completed forms to FishServe by scanning and emailing them to registry@fishserve.co.nz OR your client representative. Scanned documents must be clear, legible, and signed by the appropriate person(s).
Go to step 10.
Add Via Website
3 Click the Client Details tab to begin.
Note: You must be signed into FishServe and have Client Manager authorisation.

4 The Client Details screen will display.
Click Personnel in the side-menu.

5 On the Personnel screen, click Add new Person.
Note: Please refer to the Personnel Summary Screen page for more information.

6 You must know the user's email address to add them via the website.
On the Person Details screen, type their name and email address.
Note: If the user you are adding has previously registered with FishServe, please enter the email that they use to login.

7 The user's authorisations determine what they can do in a given area.
Users can be authorised as:
  • Viewers, who can view details for the area in which they have been authorised but cannot perform any tasks within that area.
  • Managers, who can perform tasks online on behalf of an entity for their authorised area. They can also legally sign paper applications, documents, and transactions, provided the entity has not set specific signing rules (e.g. two director signatures required).
  • Reporters, who can submit event data or electronic reports and access the ERS area. However, they will only be to view and/or amend the events that they have submitted.*
  • Administrators, who can submit and view event data, and amend any submitted events in the ERS area. An Administrator can create and approve personnel in the ERS area.*

*Only applies to ERS (Electronic Reporting).

In addition, users assigned as contacts for a given area will receive all correspondence for that area. By default any new user set as a contact person is granted Viewer access as well.
To make the user a contact for an area (e.g. ACE, Quota), tick the Contact Person box for that area.
Note: Leave this blank if you do not want the user to be a contact.



Use the drop-down menus to choose the user's authorisation for an area. Users can be authorised for multiple areas.



The drop-down menu for the ERS area includes the Reporter and Administrator authorisations.

8 Depending on the user's authorisation we may ask for:
  • A copy of signing authority (for Manager and/or Admin authorisations).
  • A digitally signed declaration to confirm you have viewed and verified current photo identification for the user (for ER Reporters).

Note: Scanned documents that are emailed or uploaded must be clear, legible, and signed by the appropriate person(s).

To upload supporting documents, choose Upload File from the drop-down menu.

Next, click the Select File button and choose the file to upload from your PC.


Enter your name in the field if you are asked for a digital signature.
Note: This name must match the full name on your user profile.

9 Click Save to complete.

10 The user must complete the process themselves.
For existing users who have previously registered, go to step 11.
For new users, go to step 12.
11 A confirmation email is sent to existing users that describes the authorisation(s) you've given them.
They will need to set their sharing fishing locations to either Shared or Restricted the next time they login after being authorised.
You cannot set this on their behalf.
  • Shared locations will display fishing location longitudes & latitudes to 4 decimal places to other viewers, managers, & administrators under the same client number.
  • Restricted locations will display fishing location longitudes & latitudes to 1 decimal place to other viewers, managers, & administrators under the same client number.
12 New users are sent an email with a sign-up link.
They need to follow this link to set a username and password as well as provide answers to security questions.
Their password must meet the following requirements:
  • Be at least ten characters in length
  • Contain at least one upper case letter
  • Contain at least one lower case letter
  • Contain at least one special character
  • Contain at least one number

Alternatively, they can set a passphrase which must be at least 16 characters in length.
We recommend changing passwords or passphrases from time to time for protection and security.

Users must provide answers to security questions.
These answers provide an added layer of security for when they need to update their account details or if they forget their password.
Please do not share answers to security questions with other users.
Users must ensure that their login information (username, password, security questions) is not revealed to unauthorised persons.
Usernames and passwords should not be written down or kept on any computer file without adequate security protection to prevent unauthorised use.
13 Next, the new user needs to login using their username and password to complete their account details.


New users will need to set their sharing fishing locations to either Shared or Restricted.
You cannot set this on their behalf.
  • Shared locations will display fishing location longitudes & latitudes to 4 decimal places to other viewers, managers, & administrators under the same client number.
  • Restricted locations will display fishing location longitudes & latitudes to 1 decimal place to other viewers, managers, & administrators under the same client number.
