Regulation Changes from 1 October 2006 • 26 September 2006

New QMS Species

From 1 October 2006 the following species will enter the Quota Management System

  • Knobbed whelk - KWH
  • Deepwater clam - PZL

KWH
KWH has been added to schedule 6 of the Fisheries Act 1996. KWH may be returned to the waters from which it was taken if it is likely to survive on return and the return takes place as soon as practicable after it was taken.

PZL
Any New Zealand fishing vessel of 28 metres or less, that is used at any time during a fishing year in fishing for deepwater clams, is now required to carry and operate an automatic location communicator.

From 1 October a commercial fisher who is carrying and operating an automatic location communicator on board a New Zealand fishing vessel that is being used for fishing for deepwater clam (and not for other species), may -

  • Use or have underwater breathing apparatus when taking deepwater clam
  • Have underwater breathing apparatus while in possession of deepwater clam
  • Have underwater breathing apparatus on board the vessel for the purpose of taking deepwater clam.

New Destination Type Code for Schedule 6 Species - X

From 1 October 2006 there will be a new destination type code for fish that are listed in Schedule 6 of the Fisheries Act 1996 (other than spiny dogfish - SPD), and are returned to the sea following the requirements set out in that schedule. The new destination type code is X. This code is to be used on CELRS or CLRs. Any landings recorded on these forms using destination type code X do not have to be recorded on a monthly harvest return.

New Landed State Code for Rays and Skates - WRS

From 1 October 2006 there will be a new landed state code for ray and skate wings. If the sole or principal landed state of rays or skates is wings the new code is WRS. The conversion factors remain the same.

Netting Catch Effort Landing Return (NCELR)

From 1 October 2006 permit holders taking fish by set netting, inshore drift netting, or pair set netting from a vessel that is 6 metres or more in length are required to complete the new NCELR form rather than the CELR form. The NCELR books will be posted to those clients required to provide them. If you require a NCELR book please send us a book request.

TACC variations


The Ministry of Fisheries has indicated that some stocks will undergo TACC variations for the October 2006/2007 fishing year. Details of these variations will be made available on this website after they have been published in the Government Gazette.
